ADAC study on environmental zones
Driving bans without influence on pollutant emissions

According to a current study by the ADAC, the introduction of environmental zones in German cities has not resulted in any significant improvement in air quality t guided. The pollutant loads before and after the introduction of the driving ban zones were examined. In order to rule out the influence of the weather on the measurement results, the investigation was carried out in neighboring towns. Among them was one city that introduced an environmental zone in the spring of 2008, while the other did not impose any driving bans. The values from traffic-related inner-city measuring stations in the cities of Berlin and Potsdam as well as Mannheim and Ludwigshafen / Karlsruhe were analyzed.

In Berlin, Where an environmental zone has been set up since spring 2008, the measuring stations recorded inconsistent fine dust concentrations compared to 2007. The values fluctuated between plus 5 percent and minus 4.7 percent. It was hardly any different in Potsdam, around 30 kilometers away, which has not established an environmental zone. The change compared to the previous year was between a 2.1 percent increase and a 1.9 percent decrease. With the introduction of driving bans, the introduction of driving bans in Berlin was also not more successful with nitrogen dioxide than in neighboring Potsdam. The same study in the cities of Mannheim (environmental zone since 2008) and Ludwigshafen / Karlsruhe (no environmental zone) also provided comparable results.

Confirm the available test results, that environmental zones for combating fine dust and nitrogen dioxide pollution are ineffective. If even the lockout of vehicles with high pollutant emissions, which therefore do not receive a sticker, does not have any noticeable effect, extending the driving bans to cars with a red or yellow sticker cannot bring about a satisfactory reduction in emissions. In view of the sometimes massive restrictions on the mobility of residents and craft businesses due to the driving bans, the ADAC continues to demand the abolition of environmental zones.
